GENERAL STATEMENT OF DUTIES: Assists the Director of Social Services with plans and organizes, coordinates and implements a comprehensive approach to the delivery of human services for children, youth, adults, seniors and their families.
SUPERVISION RECEIVED: Reports directly to the Director of Social Services.
SUPERVISION EXERCISED: May supervise the Social Services Division Heads in the absence of the Social Services Director or other personnel as necessary and may substitute for division heads when assigned.
ESSENTIAL JOB FUNCTIONS:
Responsible for ongoing financial management;
Monitors and analyzes department’s accounts payables and receivables data and the development and maintenance of accurate, timely records, and preparation of various reports;
Monitors, manages, and analyzes financial results, including monthly and yearly reporting to the Director of Social Services;
Prepares regular financial reports, various other operating reports, and correspondence;
Assists in writing grants from the state and federal governments and other private and public sources;
Assists in the development of Social Services budget;
Assists in finding funds and service providers to meet needs of community;
Coordinates activities and programs as necessary;
Facilitates communication and planning among human service agencies;
Monitors the performance of services provided by non-profit agencies that are funded by the Town of Enfield;
Coordinates the budget application process for human service agencies to receive Town funding;
Coordinates the sharing of resources among Town and private/non-profit agencies;
Researches and develops a competitive bid process for the delivery of human services as warranted;
Assesses the delivery of current services provided by both Town and non-profit agencies to identify areas of collaboration and resource sharing as well as identifying service gaps;
Coordinates with other municipalities and State agencies on issues pertaining to human services;
Evaluates program effectiveness through site visits, client’s surveys, etc.;
Serves as liaison between the Town of Enfield Department of Social Services and other human service agencies;
Serve as staff liaison to the Town of Enfield Human Services Advisory Commission;
Develops processes and procedures that effectively utilize information technology to enhance efficiency and support management decision making.
Regular and punctual attendance.
OTHER JOB FUNCTIONS: Performs related work as required.
KNOWLEDGE, SKILL AND ABILITY: Considerable knowledge of financial and budgetary principles, practices and procedures and their application in a public sector environment. Knowledge of current information technology practices and application. Knowledge of and considerable skill in the use of data base and spreadsheet applications, especially Microsoft Office Suite products. Skill in utilizing and implementing modern office methods, technology and practices. Ability to conduct and evaluate budgetary and financial problems, and to design and implement practical and creative solutions. Ability to determine needs of community and to determine available resources to meet needs; knowledge of researching, planning and programming community socials services; must possess strong management skills; knowledge of federal, state and local laws and funding sources pertaining to human services; ability to write and interpret grants and to prepare written reports; ability to deal effectively with clientele, staff, agencies, community and Town officials; ability to follow oral and written communications and to communicate effectively; computer knowledge; community organizational skills; ability to build consensus program development, resource development.
Must possess a valid driver’s license.
EXPERIENCE AND TRAINING: A Master’s Degree in Social Work, Business Administration, Public Administration, Human Services or related field and not less than five (5) years of progressively responsible supervisory experience, or any equivalent combination of experience and training including a minimum of five (5) years human services, non-profit or municipal experience which provides a demonstrated ability to perform the functions of the position.
