The purpose of this position is to function as a Program Manager for the Baltimore City Department of Social Services Child Welfare Division. This portfolio of programs includes Child Protection, Family Preservation, Foster Home Licensing, and Foster care. Performance of this function includes the supervision of second line supervisory staff and the provision of effective management, oversight and direction, of each of its assigned units. This position ensures the delivery of quality services for vulnerable children and their families works to guarantee, wherever possible, that our efforts are geared toward the reunification and preservation of the family unit. Responsible for maintaining procedures and controls which evaluate the efficiency and effectiveness of the quality of services rendered. Prepares written responses in regard to program policies, regulations, procedures and proposed legislation. Ensures effective management of staff. Deploys/redeploys staff in an effective manner. Coordinates and evaluates service delivery, training, program development, support services and makes the best use of resources. Guarantees appropriate and effective inter and intra agency communication. Represents the program at community and planning meetings with other agencies. Meets regularly with Advocacy groups to exchange information and maintain open lines of communication. At the request of the Assistant Director, maintains contact with various public and private sector entities in order to advocate for and coordinate adequate and appropriate customer service delivery.
Education: Master’s Degree in Social Work.
Experience: Seven (7) years of casework experience within a public or private agency or institution, five (3) years of which must have been in a supervisory capacity.
Licenses: Candidates with a degree in Social Work must be a Licensed Certified Social Worker or a Licensed Certified Social Worker - Clinical certified by the Maryland State Board of Social Work Examiners.
Salary - $53,193 with growth potential to $77,699 with potential growth to $85,401.00 yearly Closing Date: January 12, 2017
